I have been thinking of forming some sort of government organization in Luceti and seeing as I am new, I do not have the authority to do so. Someone suggested that I talk to you.

That problem has crossed my mind. In my opinion, that distaste stems from the presence of the Malnosso.

The reason why I want some sort of system set in place is because the delicate peace is so easily destroyed by every little thing that happens. During experiments, there is no organization and when there is danger, chaos takes over.

The distaste comes from a variety of reasons; the Malnosso are a hindrance to some more than they are to others, and therein lies just one source of disagreement. Not everyone sees a point in a centralized organization that must be looked to in times of conflict. Many are more aligned to following their own instincts in times of conflict, and are even more unwilling to conform if direction is given.

There are groups that already have sizable numbers who provide support during experiments and other events. Bringing together a band of like-minded people with the objective of helping during times of distress is easier than enforcing upon each group of New Feathers that there is a government in place that not everyone agrees is useful.

There is also the fact that residents may disappear without any warning. A centralized government depends on individuals who can continue their duties without fear of reprisal or sudden 'death.'

This sudden death is also the reason why a "government" is needed. It doesn't necessarily need to be called something so extreme, it is merely a group that keeps the peace. Once the Malnosso decides to remove some members of each organization, the fragile order will be destroyed.

Yes, but they are not enough. It is not only for the peace, actually. There needs to be a single group to handle medical care, education, food rations, and the like.

I understand that most of the residents of Luceti are independent and get by on their own, but when if the time comes that they no longer can't, there needs to be a fallback.

A single group in charge of those necessities would not be received well. There is no moral high ground, no greater good that one can use as their reasoning to take over those that are currently freely given by volunteers.

When there are issues that require organization, for sudden miscellaneous happenings rather than the random experiments, most are quick to fall in line for a common objective. You have, perhaps unfortunately for your arguments, not been present to witness such times.

But your interest is notable, and has been for awhile. [If the mafia special council was still meeting, he would probably invite her to sit in.]

I apologize if I'm overstepping. I realize I'm new here, but I simply do not understand why the citizens of Luceti are so averse to co-dependence.

You are not; you are at least making the effort to understand that there have been other setups arranged here. Do not allow these facts to keep you from reaching out to the populace; your persistence has shown results thus far.

You will find that Luceti is unlike any sort of place you have been, in both situation and design. Adjustment to the environment is hardly a quick affair.

I assure you that you are not the only one to have had these thoughts. Though it may not seem like it, there is more structure in Luceti than there was a year or so ago.
