The cbs4denver article you cite says, "Anderson says in 1997 when she told the pastor of her New Hampshire church what happened he reported it to law enforcement authorities within 24 hours." So the pastor did report this to police, but then assisted in getting her shipped out, which seems odd. The rest of the story, as reported there, seems to indicate that it wasn't just the pastor doing shenanigans, but the rest of the church leadership.

I'm also wondering if there weren't some federal laws broken in this process, since she was shipped across state lines. A charge of witness tampering is possible, at the least. (Of course, I am not a legal expert.)

I was also thinking that it would be obstruction of justice and a violation of reporting the abuse "in good faith," which would strip him of any civil and criminal immunities that reporting the abuse gave him.
