I guess the reasoning with the lack of Percy is that it's still a very painful and sensitive topic. But it's almost as though JKR just couldn't be bothered. *shrug* Still, I have faith that he'll be back with a vengeance in Book 7. At least I hope. (Hey, did I ever feedback Scarlet Raven? Because if not, I suck.)
