2...packages of Ramen? Dang, 10 dollars in the right place could feed you for a month, if you don't mind high levels of fat, salt and no vitamins. :-D

Just two single-serving things. I plan to use those as evening snacks or emergency lunches. The goal is to, like, eat actual foodstuffs, not just subsist while embalming yourself on beef broth. :)

If food cost awareness is the point, why not allow free food? That's one of the major real-life strategies for many people on food budgets, after all.

Presumably it's because a food-stamp recipient may not have the transportation, physical capabilities, or community contacts to take advantage of free food. And also to make things as hard as possible. :) I'm just gonna go by the guidelines, and at the end do a wrap-up of my advantages and disadvantages compared to a real-life situation.
