JKR says: Aunt Petunia is not a witch, but ... She is a Muggle, but ... I say, I know a lot of people think she got a Hogwarts letter and rejected it, but what if she's actually -- wait for it -- a hag?
Granted, to our knowledge she has never eaten a child, but I think she fits the fairy-tale-witch mold very nicely, don't you?
Incidentally, I love the Dursleys. I am extremely fond of Dudley in particular. I just want to hug that boy. He is so interesting in OotP. It's too bad he's not going to get much screen time in HBP.
