Ok I was going to shut up for the evening, but I was just browsing the news and I noticed this article; Australia 'lacks disaster response plan'.

Yeah that's why I totally give up on the commercial stations for news. No chance of getting the coverage of events, and tabloid-type things like the size of Grant Hackett's gut get given priority. It sucks. HOW is that even worth 3 minutes of news time?

I think the tense is like that because it is referring to a report that has been written in the past- still pretty confusing when taken out of context hehe.
