I used to live in a house that had that too. No matter what I did it just never got rid of the smell. Even though it was a rental, at my expense I recarpeted the HUGE livingroom. Prior to the recarpet though I had to have the concrete sealed because the piss was in the concrete. The landlord paid for the cleaning and the sealing, but only after much negotiating. It was the only way to get rid of the smell.
