You have to define what is against the will.

This sort of multiple definitions is interesting in law. I know due to my training that if you don't have the ability to consent to something then it is against your will.

And arguably, since she doesn't know I'm stalk... er... watching her... she can't consent, which is therefore against her will and stalking.
