You can't actually prevent other people from friending you. However, it doesn't matter since they only see your friends-only entries if YOU have them as a friend. There's a couple ways to keep someone from commenting, ranging from the admin console method someone said above through friends-onlying all entries or only allowing screened comments.
I had friends-locked my journal for the same reason, a few years back I had this person stalk me for quite some time-- going as far as creating fake accounts in order to get access to my entries, and even though it's stopped for good, I still want to be on my guard and keep myself away from any more potential stalkers.
The way to keep someone from commenting on your entries and ban them is to do the following (if you haven't done so already):

I think it's in settings. I remember seeing that option a while ago when I was considering friends only.

The way to keep someone from commenting on your entries and ban them is to do the following (if you haven't done so already):
1) Go to the admin console-- http://www.livejournal.com/admin/console
2) Type in "ban_set username", and click the execute button. That's it! :-)
And just remember to always set your security level to "Friends" each time you update.
