Discrimination? Ah, yes, the ability to see or make fine distinctions - between those with the talent and innate skill to Apparate, and those... less worthy.
I would think that those working in the ministry would be of high enough standards that they would be capable of apparation. It is not that difficult a skill, if one can't learn that, then it likely is a matter that they do not put enough effort into it, and are themselves to blame for the issue, and we have every right to tax them for it. I would think only those under the age that they can recive their licences should be exempt, as they have no other option.
Which is all very fine and well if everyone worked at the Ministry and were so immensely talented. However, last time I checked, most witches and wizards do not work at the Ministry...
Not to mention that you're cutting down on people's freedom of choice to use the type of transportation they want to...
There are plenty of other methods for people to get about other than by floo. There is no limitation in place merely through taxation. It's not like the tax that has been suggested will bore holes through a persons income.
There are not plenty of other methods for people to get around! Well, yes, I could take the Muggle Underground... We should start doing that, boycott the floo network.
One might think the old Thestral cabbies might be tempted back into business. But then one would have to buy an umbrella, and acquire straw from somewhere. An interesting notion- I believe the groundsman at Hogwarts has a herd.
