Simple question: What would Delaine do if he met someone who was smarter than him, is the same age as him and who has no weaknesses whatsoever for him to exploit?

He would try his best to prove that he actually is superior, and probably fails every single time. The more he fails, the more he would insult said person and the more he would actually hate him. He would never really admit being inferior and would try in every way he can to put the moral of said rival down.
If all fails, he would go to the point of cheating just to get a better grade

Actually, he was afraid that he did something bad and that Katori hated him. Especially because he knew he never really treated Katori in the best way, he thought that was more than possiblle.
He never really thought that Katori was actually "just" going crazy, but in a way, he was relieved when he knew because it meant that he didn't actually really hate him, he was just under stress and etc.
He've become sliiiightly more gentle with Tori because of that, though, as he understood what the other meant to him.

And if he can be the black sentai, yes! Also the sentai genius because he's the kid of the group.

What does Delaine think of Sai?

Delaine thoughts on Sai are quite a lot, actually.
He doesn't like how he's happy happy and so naive, and more than everything else, he doesn't like how close he is to his family.
You can pretty much say he's really, really envious of Sai, and that's exactly why he feels the need to prove him inferior everytime he can.
He does think Sai is pretty stupid, but if you take away all that envy, he actually... likes him. Of course, he wouldn't ever admit it, but he actually see Sai as a friend and he was really worried about him.
