I haven't read the book in several years, and I don't remember that scene. For that matter, I don't really remember any scenes in particular detail, just an overall sense that I more or less liked the book but found it airier and less full of action than I might have preferred.
I think your suspicion that the intention was to take on an imperialistic English tone is spot-on, though. The book's narration is very un-modern. Very Austen in places, obviously. And I think it's not uncommon in Victorian literature to come across a line like that which just stops you in your tracks because it is so discordant with contemporary values.
