It's true, libraries are a luxury for a school: they are worthwhile places to invest when times are good, and are often targets to cut when times are bad.
When schools are competing for hires (or students, though less so), they try to sell themselves in many ways, including the strength of their libraries.
In TDET™, few places are hiring, faculty who get job offers are lucky to get anything at all, and a lack of library spending is probably not going to bleed out to short-term harm on the rest of the school (since faculty will still get vital research materials somehow or other).
If TDET™ last too long, then I agree that a library can suffer irreparable harm. But in the short term, when times are bad, library spending is a luxury that many schools can't afford.
