It really doesn't take that much effort to get one outfit together, especially if it's a classic or casual one. Depending on fabric costs, it's probably cheaper/easier to buy a dress rather than make one. It's really become more like wafuku in this regard over the past several years. People usually just buy the clothing and at most make some accessories and put most of their effort into coordinating a nice outfit rather than sew it all from scratch.

I think all the over the top explosion-of-pastel sweet lolita trend kind of killed some of the attraction to really elaborate outfits, so simpler, cleaner outfits are in again.
