I'd go with partition magic. It carries a slightly lower probability of catastrophy
Your problem probably lies in the size of the hard drive. At some point, FAT 32 just can't allocate addresses anymore, the actual size of which I cannot remember off the top of my head.
Easiest way is like ned said: get a copy of Partition Magic, shrink/delete the one NTFS partition, and create a new FAT32 Partition on the hard drive.
