The typical public restroom commode does not seem to be optimized for stand-up use.

Compared to the usual household model, the public version is often lower, wider, and shallower.

The width does present a larger target aperature, though the distance away from the origination point of the stream (i bet that's a new name for it to most of you) means that the angular size of that aperature, for the purposes of aim, is not appreciably larger.

Also due to the longer distance, the stream has that much farther to be accelerated by gravity so it is moving faster when it reaches the commode. Compound this with the shallower depth of the bowl from liquid surface to rim, and seems there is a larger probablity of splashing on the rim.
