A probability of precipitation of x means that out of 100 similar forecasts, rain actually occured in at least one location within the forecast area x number of times. Hence, a PoP of 100% means that out of 100 similar forecasts, rain actually occurred 100 times. Any rain at all counts, so they are saying that there is a 100% chance that it will rain at all today within the forecast area based on the last 100 similar forecasts.
