I wondered: where has Jill been? So I had an idea, and now you get to see it.
I like to think she was being a badass doctor. And, possibly, consorting with people who, if it had been declared at Customs, would have blacklisted her for entry to the US for the rest of her long AU life.
EDIT TO ADD: The backstory I envision here (feel free to write it): Jill is not political except when it serves her purposes. I see her as a doctor, a humanitarian, and feeling the need to go back to the Caribbean and do some good where it is sorely needed. She likely drilled with Rat & Crow & Mystic (Asim) about Spanish diction and accents; her being of Caribbean ancestry herself would mean that as long as she didn't lapse into British English she'd not particularly stick out. But she would have access to resources that local physicians wouldn't have, and she'd put them to damn good use. Too, she's pragmatic, and Batista is/was a donkey's arse, and getting rid of him meant she could resume her work setting bones, healing fevers, and safely delivering babies.
