Not to be skeptical, but in what way is this different from most petitions? What makes these electronic signatures more credible than most?

The question is not whether or not the signatures are more credible than with other petitions. It's whether or not anyone is paying attention. This is the first one I've seen that was set up by a member of Congress, and he intends to bring his numbers before the Judiciary Committee.

Is it possible to sign if you're an American but not a resident? I have double citizenship, but the petition asks for a ZIP code and I haven't lived in the US since I was eleven.

I don't think so, no. :/ I guess they figure that the number of US expats is negligible. :/
