Polydactylism suggests to me the possibility that magic use could be a dominant trait, though my understanding of biology is very poor and very dated.
If the gene was recessive, than the child of one muggle parent would nearly always be unable to use magic. If that is the case in the Potterverse, then Erik may be right. If it's rarely the case, you may be right. I haven't read the books, so I don't know if the author hints at the truth one way or the other.
