hmm...as always, I am clueless. What is IRC? For some reason, it sounds like a chat program, although Im probably just confusing it with ICQ.

Internet Relay Chat, it's a protocol for chatrooms. Unlike ICQ it isn't used for IM/personal messaging applications often, if ever. Works off of servers you connect to, then you go to #rooms.
