If it's California (possible - she's in some kind of Nickleodeon thing) then it's 18 but with a 3-year rule i.e. it's not all that serious if the age gap is less than 3 years - she's 16 and he's 19 so as long as he's a young enough 19 then they'd be fine. If it was in Louisiana (more likely) the age is 17 with no such window of allowed law-breaking. It's also impossible to know whether the police will bother looking into a crime for which there has been no complaint from the victim or her family.

And you're both over 18 which means he could do it legally...unlike his current fathering attempts which almost certainly fall foul of the law.
