Unfortunately, it's not entirely as it reads.
I'll have to find the other article, but it seems that the guy who's spearheading this is actually not the leader of the Lakota Nation he's a guy who has wanted to be the leader of the Lakota Nation in the past. So he really has no control over what they do...think of it like...Ralph Nader making an announcement that the US was going to leave free trade. I was really excited, too! (About the Lakota thing, not the Ralph Nader :P)
