Your neighbours sound like inconsiderate twatbaskets. I'd get ahead of the crowd and put your noise complaint in first. If the neighbour who was insulting today is anything like the windbag I expect they are, they wouldn't make the effort to fart if they didn't have to, let alone going through the noise complaint process. Fuck them and the horse they rode in on.
Contact your landlords/Housing Association about it. I had a lot of trouble a few months ago, and it turned out that the agency was just waiting for an excuse to evict the neighbour in question.
If you decide to contact the Council, the guy I was told to call was Alan Davies, an Environmental Protection Officer in the Department of Environmental Services and Health. I worked in his office for a few months. He's a good guy, and if you want his contact details, let me know.
No apparently she didn't bother. Her son who she lives with apologised to Kirk about it and said she hadn't rung anyone and wouldn't. I think partly cus he will stop her cus we have dirt on him and could call the police and get him arrested. If that happened then she would be homeless as only his name is on the lease and him being arrested would mean loosing the house.
Man, that's crappy! I can't believe that they won't let you do something in your own space during sensible hours! Our neighbour upstairs has a really loud subwoofer that comes straight into our flat when he watches films late at night if he forgets to turn it off, but he's so lovely about turning it down if we need to ask him.
It's not right for you to feel afraid in your own house. If i were you i'd start writing down dates, times and details when they're being noisy or otherwise antisocial. Talk to your landlord (especially if you have a good relationship with them) and talk to the people the others have suggested and keep us posted. Wishing you best of luck.
In our old place we had a neighbour who had a subwoofer for his stereo and he would listen to really loud hip hop music all the time and when we asked him to turn it down slightly (never turn it off just down) he got agressive with us. This is why I am so upset and annoyed now.
