What if you are older but have legal permits?

BTW - it's actually perfecly legal for women to be topless in NYC. The New York Supreme Court declared it discriminitory to allow men to go topless and not women. Personally, I think we should all have to be clothed (to a certain degree) when we are outside. Inside, however, is totally all limits possible.
