Extinct animals are considered, but depending on how long they have been extinct, they need very compelling votes/reasoning to be given as an option.

Are inactive animals allowed to be claimed, or are they still taken but greyed out for another, archival reason?

Inactive animals may be claimed. However, if the person returns and the form is not taken (even if it has been suggested during the current batch in votes), that person's form then becomes unavailable again.

I'm not sure if you're aware, but the wikipedia article you linked for "list of families" has been deleted. If there's any way you could update the link to a current page, that would be much appreciated. :))
