No, you can not submit an icon that way. You have to upload your icon to a hosting site (for example to imageshack.us, tinypic.com or photobucket.com, they're free hosing sites).
Then you copy the direct link to your image, it looks like this:
http://img91.imageshack.us/img91/7558/eternalphoenixcat1.png
Then you click post a new comment and write the image tag:
