I saw Sephiroth at the Locksfelt orphanage. It seems that Jenova has once more disappeared.
I would like you to scan the area for any clue as to his current location. His behaviour was erratic... Be careful...

Yes, he knows this game; it could be said that he has been playing it his entire life, and it could just as easily be said that age has made him far better at it. He will find a way to make people listen to him, trust in him--whatever that takes.
He is also well aware of the fact that with regards to Comissioner Tuesti, he had only gotten as far as the former and not the latter. Perhaps that will change one day; perhaps it will not. For now, he is simply grateful for the other man's willingness to provide the support he desperately needs at this point in time.]

It was not a surprise at all to Reeve. Even when Rufus was a teenager it was clear where his skills lay. In fact it was the Commissioner who was one of the first to see the brazen talent simmering beneath all too cool exterior of the young man... but he had not realised back then the full extent of ambition that lay hand in hand with that talent.
Age certainly had polished that already smooth vaneer, Rufus was no longer a boy but a man. But age had also made Reeve more practiced and experiences had informed each a little more about the nature of the other. These two men probably knew each other better than either would care to admit.
A turn and there is a friendly pat on the shoulder]
"This will be broadcast across Gaia, as per the agreement. You accept that the WRO will have jurisdiction on the actual content of each separate newscast?"

"That is what we decided on, yes."
[The only indication of his discomfort might be found in his eyes, which narrow ever so slightly. As good as the situation is for him, it isn't ideal. He doesn't like being indebted to anyone, and he doesn't like being at the mercy of the organization he's always have a hand in, but never been in charge of. The President of ShinRa should not have to ask for favors.
He wants to be in control and he knows he is not here--not fully, not yet.
Which isn't to say that he's not grateful, or that he doesn't think he's in a good position. Still, he can't help but look at Reeve and think that at one point the Commissioner had been much more clearly subordinate to him. He can't help but wish that those days are not as long gone as they sometimes seem.]
