Eh, maybe? The problem is that Moffat's all about those long ~mysteries~ and since Clara is staying from what I've heard (correct me if I'm wrong!) it might be a little confusing at first. Though theoretically her mystery is over with "The Name of the Doctor"?
Man, I just don't know. I'm probably the wrong person to be answering since I've been avoiding DW spoilers anyways.
Though I will say you can super easily start with Nine. That's where I started and he's still my favorite :)
The new Doctor won't start until Christmas, so I would recommend catching up a bit before that (between now and then there's only an anniversary special which wouldn't really make sense for you to watch I don't think). You could watch Series 5-7 (the Moffat years) although they're really hit or miss. I'd recommend going back to the beginning of the reboot with the Ninth Doctor because he's great ♥
Gotta agree with the other anons in that I'd recommend starting with the 9th doctor and working your way up. If you really didn't want to go back any seasons, you'd probably be fine watching when 12 starts, but there could be the occasional reference/character that could cause confusion if you don't know back story.
