My brother, 20, has anosmia and has since I can remember. He remembers not smelling around age 4 but without any memories before that, we are lead to believe it is congenital. i'm sorry about your brothers, but yes, congenital anosmia is generally hereditary. there is a group you can tell your brother about at http://www.anosmia.net it's a forum for congenital anosmics (all the other anosmia forums are geared towards sudden-onsets)

That sounds familiar with you youngest brother. When I was young I thought smell was something I should have but just hadn't 'figured out' yet, so I tended to agree with people about smells, mimicking their reactions, as you say.
