It won't apply to stealing a car. The fines for theft are for minor thefts up to $300 in value. I know some student cars can approach that sticker price, but it really is intended just for shoplifting and petty theft.

There is mention of fines for being in a car or boat unlawfully, but that applies to stealing things out of the vehicle rather than the vehicle itself.

Given my attempted carjacking yesterday, I'm glad they don't have a similar system in place over here yet.

Not as much as I'm glad about the lack of guns, of course...
