My guess is that condensation built up somewhere and caused enough of a signal to trigger the horn. My guess would be between the plates in the steering wheel, where the car is exposed to all sorts of humidity build up. The freezing water might have displaced a contact just enough to trigger it, or perhaps pierced through some insulator.
