An old childhood friend of mine has the oddest accent. I don't know if anyone who doesn't know him could pin it.

He's lived in rural Tennessee for the last 11 years or so, but grew up in Chicago. So he still has a base of that odd Chicagoan accent, with a topping of rural south.
