Perhaps. The Malnosso have advanced facilities that must use some kind of power, so harnessing electricity isn't something only newly discovered. This village must not have existed before their experiments.

They may very well be, but the Malnosso have shown they can Shift other things, so I find it likely that they could somehow Shift other organisms onto this planet - or whatever it is - as well.

Though, whether that means they move them from somewhere else to here, or whether they create them here somehow, is unknown by myself.
