Clearly there are more dangers to this town than just the humans who run it. How has this man achieved this much power without anyone doing something about him?

Is there really much that can be done? No one here can be killed or even injured unless the authorities allow it. Imprisonment maybe, but if he truly is powerful then it would be difficult to hold him as he regained his powers.

Maybe I set my aim too high.

How can we stop him from making all of our lives a living hell?

I would assume he can't do too much himself. If he actually tries the stuff he claims he can do, he could lose his own abilities again or be brainwashed.
