I am not sure what it means. It is by far the longest text on that sign, so it does not seem to be a translation of anything, which is strange. I have not seen any other Japanese writing (and I would not expect to).

ah,Daniel,These Chinese girls come from Chengdu,a city of Sichuan province.
The city is famous,as one of reasons,because there are more Chinese beautiful girl than other cities in China.^-^ --joey
