Considering how close Normandy is to the UK, and the amount of UK tourists go there, I'm surprised that they don't have the facilities set up for twins.
As I understand it, access to health care for the French is never a problem, insurance covers pretty much everything, and they have one of the highest percentage GDP spending on health care (I think second to the US) in the world.
They also have a low birth rate, especially considering that maternity benefits, family leave, access to child care etc are on a par with the Scandinavian model.
I therefore suspect that the reason France isn't full of fertility-treatment twins is that French women (and men) have simply opted not to have them.
