I imagine the psychology of it is that it's bright enough for them to see, so they don't think they need lights, and for some reason they've never noticed that lights are just as important for allowing other people to see where they are as they are for letting them see the road.
That said, I can't imagine how anyone could drive for any time at all, even long enough to get their licence,* and not notice that. Sometimes I think running lights (at least in the sense of headlamps being lit all the time, although lights sort of like the ones on ships would be rather appealling) ought to be mandatory.
*That said, it's amazing how often one reads in the papers here about accidents and/or arrests where someone was driving without a licence.
