"Terra hostis" either means "the land of the enemy," "the land, my enemy" by apposition, or "hostile land" by anthimeria. From what you are describing, "terra nova" might be more appropriate. Although "nova" is most literally "now," Romans valued tradition more than...well, practically anything. As a result of this conservative attitude, the word "nova" was frequently applied to things foreign and bizarre or to things they wished to construe as such. Unless I completely misread, I think that is what you were describing.
