OOC: The way I see it is that France initiated and gave him that handjob in the first place, and when he took it the wrong way and assumed that they were ~together~ she didn't let him down gently and agreed to go out on the date, for whatever selfish (woo-hoo free dinner followed by sex), or selfless (we're the twin engines of the EU; can I really break his heart like that?), reason.

Meanwhile, it wasn't Germany's fault that he became communist, and it wasn't France's fault that she ditched him for being an ass while communist.
