Technically speaking Korea's hanbok doesn't need the tie there cause it's already tied at the waist, and for Taiwan's hanbok yup it's correct.

Hahaha I think the main issue about Korea's hanbok with the fans is that it's more like a female hanbok than the male one especially the vest and the goreum/tie-strings. It's like the inner part is the male then combined with a sleeveless short jeogori/upper garment which the female have.
