Personally I love them! It's wonderful how such simple little things just develop into stories on the meme. They are adorable in their creepiness.

However if somebody eyes.giffed me IRL I would feel very uncomfortable.

Hm... he exploded on teutonic_pruss on various occassions, sometimes really hurting his feelings. He also rejcted biervaria when the latter had been turned into a cat and Germany was a brainwashed communist.

After getting back to normal (or was it before turning communist? IDK anymore) he beat up maple_sickles for threatening to brainwash female France and Italy.

But the worst (not taking the Battle Royale into consideration) must have been the bloody fight between him, whistleblower anon and the meme's two vampires that ended with Germany killing ufufu's mother.

However I don't think he would have done most of these things without prior provocation.

Haha, I was honestly getting a little confused between all the eyes.gifs, but they tend to do that to people. And now I'm reminded of the underwear dare... oh dear.
