That would depend on the force and surface area of the tongue used to lick, the amount of saliva one produces, to what degree of uncovering the tootsie roll one would consider to be reaching the center...

I'm sure if you found a large enough sample group patient enough to go through with it, you would be able to come up for a rough equation for it based on several measurable personal variables, but it would still vary enough by individual that predicting an exact number would be virtually impossible.
