Where does this joke come from? I googled it, and just found other people doing the same joke, but not the source, as far as I can tell.

They're probably doing the same as I am: (mis)quoting Monty Python's Bruce skit. They're rules, not items in the skit, but somehow when you're doing a list, and you're weak-willed like me, it just seems irresistable to add that NO Item Six thing.
