History:
Nothing is known about Count Waltz before the game begins and so his history before that is my own personal fanon based on what I can determine from the game.
Fanon
Waltz was born to the royalty of Forte. He grew up in a strict environment and with very little affection. He hardly saw his parents and to him, his parents were not his parents, but the rulers of Forte. They were never Mom and Dad, though he did call them Mother and Father. He doesn't think of his childhood as sad because he lived in comfort and got everything he needed. Affection never seemed to be something he needed and so it was never missed. His happiest moments were learning sword training and tripping his servant Legato, watching him fall on his face.
He had had plans for when he became the next ruler of Forte at around fourteen, but when his parents died from a sudden illness. As soon as they were dead, actions began to make Waltz the next ruler and this is where his need of being remembered began. In Waltz's mind, his parents seemed almost entirely forgotten. To Waltz, they had been good rulers, but nobody seemed to mourn them or miss them. In his mind, that could be him dying one day and being forgotten, just another nameless person. It terrified him and he decided then that he would definitely become more powerful than they ever had and people would miss him when he was gone.
After the coronation, Waltz immediately set to work on becoming a powerful ruler and making the powerful army that would bring him recognition. Of course, making a powerful army and planning how to make one are two entirely different things until one day, he thought of magic. Magic was a powerful tool and yet you could only use it if you were dying. It wasn't like he was going to find a way to give his armies diseases so they'd become weak and die quickly. But if there was some kind of way to make them learn magic by something else and that was Waltz's next plan, which took two years to come to success, but when he was sixteen, he figured out what to do: Waltz had mineral powder created. Mineral powder is a medicine that works quickly and Waltz, wanting to make sure as many people took the medicine, made it the only thing not taxed so people keep buying and buying it. Unfortunately, there is a side effect: too much mineral powder and you basically become an unfeeling monster and die rather quickly.
He knows, though, that Baroque is a powerful and if any nation can get in his way, it's them. But going to war just to eradicate the chance could cause many problems and so he comes up with a plan: infiltrate spies.
Canon:
It's not said how long ago or when, but Waltz sneaks in Serenade, a Forte princess to try to stop Baroque from attacking Forte. Seeing how well that plan went, Waltz sends another spy, Claves, into the new rebellion group popping up against Count Waltz named Andantino.
But he knows this isn't enough and Waltz soon has another idea that perhaps the mineral powder can become more powerful and make people more powerful with the help of glowing agogos, creatures that reflect how bright your astras can shine. Of course, he knows nothing about glowing agogos and he sends his servant Fugue out to look for them and Rondo to keep an eye out on Fugue, not really trusting Fugue's abilities.
During this time, Waltz merely waits for information. A part of having power is having people do the dirty work for you, but as soon as he learns that Polka is what makes the agogos glow, he realizes he has to see this for himself and take her. Not too long after, Waltz seems to know that Crescendo and Serenade are surrendering themselves (perhaps because Serenade sent a letter herself) and shows up. He makes everybody a deal: give him Polka or everybody will die. Polka, wanting to save her friends, agrees to it. Waltz had already been prepared and he had Polka come to him and Legato, Legato holding an agogo. Of course it glows and Legato infuses the glowing agogo and the mineral powder, making a new, more powerful mineral powder. Out of the blue, Waltz backhands Polka out of the blue, causing her to go unconscious. He orders the dragons he brought with him to kill everybody else, but March and everybody buy themselves some time with trying to fool Waltz into believing the agogos are protecting them. While he doesn't believe it, they do bring up a good point: all the servants that ran into them have never reported back. Waltz then decides to take care of things himself and fight everybody.
Yet he does not win, though it was a long battle. He falls to his knees, in shock, ordering Legato to drink the new mineral powder. Legato does, but before he can see what happens, Waltz is taken away to Luceti.
Personality:
Count Waltz is supposed to be the villain that has no redeeming qualities and you just hate him because he's evil. This is the type of character he's supposed to be and truly, he plays this role extremely well. Waltz is cruel and selfish, only caring about himself while using everybody else as a stepping stool. In his eyes, nobody else is important and everybody else are insignificant to him. Needless to say that one of Waltz's biggest qualities is arrogance. His arrogance, though, is a big flaw that he can't see the possibility of himself ever losing. He doesn't account that into his plans.
When you say Waltz is cruel, he is very, very cruel and is constantly showing just how cruel he can truly be. He calls his people gullible fools and said he didn't care about them just because they trusted in him, slaps a young girl for no reason, and orders his oldest servant to drink enhanced mineral powder, knowing full well that the effects could be very bad. He simply does not care. Actually, when Legato turns into a horrible looking creature, Waltz laughs and says it's an improvement.
Power-hungry is definitely Waltz's most apparent trait. To Waltz, the more power the better and he always wants it and always wants to show it. Even in small ways like insulting somebody and getting away with it to gleefully showing the power he does have for no reason other than 'for a little amusement' as he says, though he really just wants to show off and feel good about himself. Count Waltz is the type to order somebody to do something completely inane just to watch them do it and know that he was the one that got them to do it. This is what makes him happy.
Something that seems noticeable about Waltz is he seems to show no empathy towards people. Even when faced with the idea that a lot of his servants might have died thanks to his enemies, he does not seem to care much. To Waltz, if they lost, they were too weak and that was their fault. He doesn't need servants like that. The biggest show of this is how he does not care at all that by people using mineral powder for prolonged amounts of time, they die. He knows this and only continues to produce it.
He's also very intelligent, able to make plans and finding ways to go through with them. He's very analytical and seems to be able to get information that's hard to get. Though while he is intelligent and great at coming up with plans, having them go wonderfully in the beginning, after that is not his strong point. Waltz is the type not to think about what could go wrong or about him being wrong.
Strengths:
Physical: Count Waltz shows a good amount of skill in sword fighting in game play and his attacks are powerful enough where if you don't block them, you will die fairly quickly. Even when he's defeated the first time, he's able to stand up, still laugh, and then run off to safety so he cannot be hurt.
Mental: Waltz is extremely analytical and cunning. He can make a plan and knows just how to carry it out, one case being the mineral powder and not taxing it so the people would buy it since it was so cheap. His intelligence is another thing that's a great strength. Waltz knew about the glowing agogos, something that even the current guardians of Agogo Forest did not know of until they had to research it. He also knew the effects they could have on mineral powder.
Emotional: Waltz has very little emotional strengths, considering how much of a stereotypical villain he is. But what is noticeable is that he does know how to act charming. He could manage to pretend to be nice to get what he needed if he didn't think his usual methods were going to work.
Weaknesses:
Physical: Waltz isn't shown many physical weaknesses, but considering he is human, he is stoppable. While he's powerful in gameplay, in a situation like Luceti, his power his lessened and he probably could not stand up to the more stronger opponents. Also he is of shorter and smaller status, so I would imagine that his strength physically is very 'normal'.
Mental: He's pretty insane and has a constant need to be remembered, something that drives him completely and rules out anything else. In his mind, he's above everybody else and so it makes it hard for him to truly connect to people, near impossible actually. But he tends to be a little dumb in looking at the bigger picture, considering he didn't see the big flaw in people dying after a while of extended use of mineral powder.
Emotional: Waltz is just plain mean and so it's hard to like the guy or want to be his friend. Even when he talks about wanting to be remembered, nobody feels anything for him. Waltz just drives people away and if people stay by him, it's only because they are afraid of him. Emotionally, Waltz is just completely stunted.
