I -am- a Certified Copper Cable Splicer, and I can do most of the work, but it has to be inspected and approved by a Master Electrician before it is considered legal.
And yes, I do have a master electrician I can call to have it approved and then call for a city inspection. =)
So, generally speaking, I can do most residential electrical work without any issue.
