Yes, this is due to precession of the equinoxes. The celestial houses were synced with the dates of the year for the julian calendar, but the actual signs have precessed with the earth's orbit.

This is why when you calculate your houses and sign you can use modern (placidus) houses, natural, sidereal, meridien, or one of another dozen.

I feel like they should leave whoever was born before 2008 out of this nonsense.

But I would understand if those born 2008 or later were affected.
