Not my best remake, obviously, but here it is. I didn't have the psd or the original cap or a texture I remember being important, but here is this substitute.
I couldn't find the original cap I used, so we'll have to use this as our base.
Duplicate the base and set it to soft light.
Duplicate it again and set it to screen.
Repeat the last step, 3x.
Duplicate the base, and apply a gaussian blur of about .6-2.5 depending on what you feel comfortable with. Set it to soft light.
Duplicate the base, and apply a motionblur filter to it. It doesn't matter what direction you do it in. Distance: 25 pixels. Set to soft light.
Curves → INPUT: 56; OUTPUT: 176.
Curves →
POINT ONE → INPUT: 31; OUTPUT: 82.
POINT TWO → INPUT: 104; OUTPUT: 155.
Set to 50%.
Selective Color →
Blacks: 0, 0, 0, -8
Curves →
Red → (66I, 43O) and (158I, 178O)
Blue → (49I, 81O) and (188I, 178O)
Green → (53I, 63O) and (161I, 173O)
Selective Color →
Yellows: -100, +35, +100, 0
Cyans: +100, +49, -52, 0
Blues: +40, +55, -64, 0
Magentas: 0, +55, +75, 0
Selective Color →
Yellow: 0, 0 +100, 0
Greens: +50, 0, 0, 0
Blues: -46, 0, 0, 0
Magentas: 0, +15, +50, 0
Selective Color →
Yellows: 0, 0 +100, 0
Color Fill, 01030e, screen, 100%.
Color Balance →
Midtones: +5, -14, +2
Highlights: 0, -15, -25
Stamp all visible layers. Motion Blur (use the same settings as last time). Set to soft light.

Stamp all visible layers again. Drag this down to the bottom so only the top 2-3 pixels are showing.
Color Fill, 350505, screen, 100%.
Sharpen however you like, then set this to screen.
