I don't think Percy was a spy, but I do think he did try. Going to the Burrow took guts, and he had the full chance to find a reason not to follow Scrimegour. Yes, it ended in a fight, but Molly seemed to be the only welcoming one.
Not to say that I don't think Percy's a git; he should at least keep Molly out of it, and give her credit.

I am a fan of the Snape is not evil camp, for reasons that would require a small essay and say thigns no one has not realready read. However, having spys and being a spymaster is one thing. I don't think DD expected to die as soon as he did, which explaines why he did not tell Harry anythgin about Snape .... but having Percey in essentally the same boat for book 7. Where he is a spy but no one in the order knows ...... I think I am going to stick with what is said in HBP. It is easier to forgive people for being wrong. Percey is in a very dark place right now. But, somehow I dount think his being there was orginized or planned. I do hope he is redeamed though by the end (and I suspect he will be).
