Gentlemen, and Madame Supreme Court Justice, I've only had a chance to briefly read this, but I searched in vain for a phrase or a word the president uses routinely - "victory". And I'm wondering if it is fair to say that the conclusion of the Iraq Study Group is that victory is so difficult to define right now, the more important, the more immediate policy objective of the United States government and the Iraqi government is to avoid catastrophe in Iraq. And if that is, in fact, what the Iraq Study Group is saying, isn't that going to be part of an elaborate communication process with the American people to rally around "avoiding catastrophe" as opposed to rallying around definable victory?"
