Those of you who do read in English - I have been looking over the Baker's report on Iraq for a few minutes, trying to find a section, or a paragraph, or a phrase, where they outline the goal of the USA in this war, the goal of the opposition, and, may be, the goals of all the parties involved, that they mention and suggest to engage - Iran, Syria ( Read more... )

Это вряд ли. Смысла убираться нет, пока там всё не утихнет и пока у власти не будут управляемые люди. Иначе - всё насмарку.

Прикольно. Вероятно, тот, составлял этот отчёт, впоследствии получит по ушам.
Если цель чётко не обозначена (если вообще указана), то, вероятно, она на данный момент не достигнута, и поэтому не захотели привлекать к ней лишнее внимание. Лучше сосредоточиться на успехах, достижениях, ещё чем-то - думаю, логика такова.

How can you possibly suggest a strategy for a war - without analyzing the goals of the participants? But, anyway, I do not want to discuss this riht now. I just want to find if this analysis exists.

Ну вообще планирование подразумевает достижение каких-то целей, да.

I have not read the report yet, but I was listening to a Q&A yesterday on the radio by I.S.G., where a lot questions answered by Group members. You may be able to find a transcript on the Web (I was listening to it on NPR).

One particular issue besides the goals that got me interested but was not answered is legal status of american troops embedded with Iraqi combat units. The whole issue of chain of command for them, etc., and whether Congress had to get involved in clarifying their status.

Если цели не объявлены, можно предположить, что они те же, что цели этой войны, как они были сформулированы в момент начала. By default.
И доклад, собственно, - это рекомендация, как их достичь исходя из текущей ситуации.
(То, что рекомендации могут быть неправильны - это другой вопрос.)
